Welcome to DIANET!
DIANET (Dialogue for Interaction, Advocacy and Networking Capacity Building) is the most recent project undertaken by the King Baudouin Foundation as part of its wider programme, the Minority Rights in Practice in Southeast Europe , which operates at national, regional and European levels with the aim of improving minority rights practice and participation across all countries of Southeast Europe.

The DIANET project was launched in January 2006, with the support of the European Commission’s CARDS Regional Programme. Its objectives are to improve advocacy skills at local, national and regional levels through an established network of civil society organisations in Albania, Bulgaria, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Romania and Serbia and Montenegro.

This web site represents the main hub of the DIANET network and will ensure a constant source of advice and information to all CSOs involved. As well as providing up-to-date information on minority rights (existing legal frameworks, reports on the situation of minorities and existing practices in the countries in the region), the website will also encourage the transfer of knowledge and know-how through training and capacity building tools and practical cases produced by the project partners as well as the latest news about their work.

Minority Rights in Practice Permanent Open Call PDF Print E-mail
In addition to strategic grants, the the King Baudouin Foundation occasionally supports proposals for advocacy and policy initiatives to be implemented at the regional and European level (public awareness campaigns, conferences, policy events, cross-border projects…). In 2006, three projects have been approved with grants totalling € 35,000.  
The MRP in SEE Small Grants scheme supports projects submitted by NGO’s from Southeast  Europe or international NGO’s active in South Eastern Europe that
  •  provide a forum for the exchange of views and experience at cross-border regional and European level to voice issues and promote good practice in relation to minority rights in SEE;
  •  increase public understanding of minority rights and inclusion at SEE regional and European levels;
  •  provide for engaging collaboration between various actors and creating a broader base for civic dialogue on minority rights implementation.

It is a permanent open call. A letter of enquiry, including a brief description of the project and the range of needed funding, is acceptable for initial contact. An application form is sent to applicants of shortlisted project ideas in case of approval. Three projects have been supported in 2006 for a total of 35,000€:

  •  Journalist educational seminars on minority issues  (STINA agency, Split, Croatia)
  •  Documentary  on Decentralisation: a solution for Kosovo minorities? (Southeast Europe TV Exchanges, Brussels-Belgrade)
  • Minorities in transition: a force forward rather than backward (The International Centre for Democratic Transition, Budapest, Hungary)
