DIANET (Dialogue for Interaction, Advocacy and Networking Capacity Building) is the most recent project undertaken by the King Baudouin Foundation as part of its wider programme, the Minority Rights in Practice in Southeast Europe , which operates at national, regional and European levels with the aim of improving minority rights practice and participation across all countries of Southeast Europe.
The DIANET project was launched in January 2006, with the support of the European Commission’s CARDS Regional Programme. Its objectives are to improve advocacy skills at local, national and regional levels through an established network of civil society organisations in Albania, Bulgaria, Bosnia-Herzegovina, Croatia, Kosovo, Macedonia, Romania and Serbia and Montenegro.
This web site represents the main hub of the DIANET network and will ensure a constant source of advice and information to all CSOs involved. As well as providing up-to-date information on minority rights (existing legal frameworks, reports on the situation of minorities and existing practices in the countries in the region), the website will also encourage the transfer of knowledge and know-how through training and capacity building tools and practical cases produced by the project partners as well as the latest news about their work. |

The aim of DIANET is to enhance the networking and advocacy capacities of local civil society organisations (CSOs) at a local, national and regional level.
More specifically, DIANET sets out to:
- Enhance citizen participation in local democratic dialogue;
- Promote good governance;
- Encourage equal participation of ethnic and minority groups;
- Set up structures to improve political dialogue and the democratic process.
The key part of the project’s regional activities, a “Training of Trainers” programme (ToT), was initiated during the summer of 2006 in a series of workshops across the first three participating countries, namely Albania, Macedonia and Serbia.
In all three countries, 35 carefully selected professionals were invited to attend an intensive 4-day training session delivered by an international training team lead by Team Tri (Serbia). The session covered topics such as advocacy, power dynamics, strategic communication, audience analysis and networking. In Serbia, trainers were also invited from Bosnia and Herzegovina and Croatia.
Valuable material and case studies collected during the training sessions will be included as resource material in a DIANET Advocacy Toolkit and a Trainers’ Handbook, due to be published in autumn 2006. This will be available to ToT participants for future training work with minority NGOs and CSOs.
Activities at the in-country level:
In Albania – implemented by Human Development Promotion Centre
Activities in Albania combine training, practice, public debate and good analysis to serve as a basis for advocacy and lobbying. Geographically the programme function nationwide, involving key stakeholders in municipalities with ethnic minority populations
In Serbia – implemented by Civic Initiatives
Activities are focused on advocacy capacities crossing sectors and involving various stakeholders, decision makers from local to national level. The action will be active in 5 localities in the regions of Vojvodina and Sandzak covering a diverse range of minorities and also active nationwide through partnership, networks and campaigns. Activities combine capacity building programmes of issue-based training and discussions; complementary efforts on visibility and increased public debate; and meetings and on-going dialogue with other CSOs and actors working nationwide.
Macedonia – implemented by Common Values
Activities carried out at a national and local level aim to encourage an effective implementation of laws on minority right protection. These activities involve two kinds of target groups firstly with NGO’s and the media with the aim of encouraging successful monitoring and advocacy. Secondly with institutions (local and central authorities, newly established committees and commissions for regulating relations between communities) with the aim of ensuring the effective enforcement of minority-related laws.
